Cameron Clarifies Contraband

Secretary of War, Simon Cameron write to General Butler at Fort Monroe about the "contraband" issue.
Cameron state that while the fugitive slave laws must be respected in the States of the Union, those in
insurrection were a different matter. Runaway slaves can not be returned to their Confederate owners.

President Lincoln and Postmaster Gen. Blair observe experiments with Maynard's rifle and Alexander's
cartridge. Lincoln also reviews Col. Daniel E. Sickles' New York Brigade and two Wisconsin regiments.

President Davis signs acts of the Confederate Congress that will raise volunteers in the states of Delaware,
Kentucky, Maryland, and Missouri,.
