Benjamin Butler and Contrabands
General Butler in command at Fort Monroe writes the Secretary of
War seeking clarification of the policy on "contrabands' or slaves
that have left their masters and come into federal lines. He has
some 900 ex-slaves and has been using them on fortifications. He
asks "What should we do with them?" given the Fugitive Slave law
